General Description
DEFINITION
Peace for Reconstruction: It is a regulation consisting of a law article and a regulation that allows the registration of unlicensed buildings or structures that are contrary to the license and its annexes, within the scope of preparation for disaster risks.
GENERAL PROCESS
By benefiting from the Temporary Article 16 of the Zoning Law No. 30194, the process of obtaining a building registration certificate in compliance with the “Regulation on Procedures and Principles for Issuing a Building Registration Certificate” and completed with the type correction, establishment of condominium and obtaining a settlement certificate.

SCOPE
- Unlicensed before 31.12.2017 All structures in rural and urban areas that were built in violation of the documents.
- On the immovable property belonging to the Unlicensed structures built on the municipal land
- Unlicensed structures built on municipal land
EXCEPTIONS
- Constructed on immovables that are privately owned by third parties Unlicensed or unlicensed structures
- Unlicensed or illegal structures on lands allocated for social reinforcement belonging to the Treasury
- Unlicensed or unlicensed structures in the Istanbul Bosphorus Coastline and Preview Zone
- Unlicensed buildings or structures built against the license in designated places in the Historical Peninsula of Istanbul, Sultanahmet and Süleymaniye and Gallipoli Historical Area
- 2 of the Law on the Establishment of the Çanakkale Wars Gallipoli Historical Site Presidency dated 19.6.2014 and numbered 6546 Structures in the Historic Area as specified in subparagraph (e) of the first paragraph of the Article
BUILDING STOCK SUBJECT TO RECONSTRUCTION PEACE
It consists of approximately 13 million independent sections or complete buildings.
ADVANTAGE OWNED BY RECEIVING BUILDING REGISTRATION CERTIFICATE TAGES AND AUTHORITIES
- Administrative fines that cannot be collected with demolition decisions taken for such structures are annulled.
- It replaces the Temporary Settlement Certificate.
- Temporary Settlement Certificate. It provides the connection of Electricity, Water and Natural Gas.
- Allows to request the establishment of Type Allocation and Condominium Ownership.
- Allows to take ownership of these places in the structures built on Treasury and Municipality lands.
- Allows to make a request for opening a business and working license.
Types of Violation, Applicant and Required Documents
DOCUMENTS AND MATERIAL REQUIRED FOR APPLY
- Address of the building to be declared
- Island and parcel information if it has a title deed
- If there is no title deed, the location definition and the building’s residence area
- Total Closed Area of the Building
- The Type of Building defined according to this regulation. (Agricultural simple building, 1-2-storey buildings and simple industrial structures, 3-7-storey buildings and integrated industrial structures, 8 and higher-rise buildings, Luxury buildings, villas, shopping complexes, hospitals, hotels etc. structures, Solar Power Plants (GES))
- Number of residences and workplaces in the building,
- Dimensions and indoor area information of the independent sections (or sections) in the building,
- Area of the land where the building is located ( If there is no area in the title deed, the area to be declared (m2))
- Comparison of the building areas and the project areas with the license and the annex of the license and a sketch showing the difference
- Description of the violation of the zoning legislation, < li>Photos showing its surroundings, structure and inconsistency (in jpg, jpeg or png format)
- The property tax unit value of the land/land (TL/m2) (Can be obtained from the relevant municipality.)
- Building Building cost value by type
- The person who will make the application (real property owner or attorney)
- e-government password,
- A valid mobile phone n number,
- Valid e-mail address
- The decision of the board of directors to obtain a building registration certificate for the building before the application is made for the buildings within the company,< /li>

- If the applications to be made through e-Government are to be carried out through a consultancy firm, the document stating that the firm carries out the relevant transactions by proxy,

- Determining whether the application has been made by someone else before
- Determining who or by whom the application will be made,
- If the application is to be made by more than 1 person, determining who it is
- Memorandum of understanding of the applicant group
- Appointment of an application officer among the applicant group
- The application officer’s application to the Consultant firm (Ekol Valuation AŞ is one of them),
- The Consultant Firm’s submission of a letter of offer and reaching an agreement with the requester,
- The consultant firm’s determination of the real estate, its examination, determination and definition of the contravention, drawing and photographing the sketch, writing the report,
- The consultant firm’s fair value of the land determination,
- Consultant Firm’s determination of the building type in accordance with this law,
- Consultant firm’s determination of the estimated fee
- Consulting firm’s Ensuring that the Applicant makes an e-government application
- Has the application authority Paying the price of the fee
- Receiving the Building Registration Certificate
- Assisting the Consultant Firm to apply for the Genus Allocation if a Genus allocation is required, Providing Genus Allocation,
