He was born in 1976 in Sivas / Koyulhisar. After completing primary and secondary school educations in Koyulhisar, he completed the 4-year Marine Engineering education in Istanbul Ortaköy Z.K. Anatolian Maritime Vocational High School. After completing his 1 year of foreign language education in the Department of Economics in Lefke University, he graduated from the Department of Economics in Erciyes University. Presently, he is continuing his postgraduate in the department of MBA in Real Estate in Bahçeşehir University. After military service, he began to work as a bank assistant expert at the beginning of 2001. He became an expert in 2002 and carried out studies on the determination of sales value of real estates owned by the bank and the realization of sales. He resigned from the bank in 2004 and became one of the founders of Ekol A.Ş, and presently, he is maintaining this job as a partner of company and responsible appraiser (CMB License No:400203). In 2010, he worked as a vice president of the executive board in Tagar Tapu Garanti Hizmetleri A.Ş. which was established with the partnership of Ekol A.Ş. shareholders, and he resigned from this position after the company was sold to another group in 2012. Having worked as a Member of the Board in LİDEBİR which is the association of licensed valuation companies, Arslan was elected as board member 2 consecutive terms in Appraisers Association of Turkey (TDUB) which is a professional organization established by Law, and presently he is working as a TDUB Vice President. Having good command of English, Arslan is married and has 2 daughters (Nur-Sare).
